Integrate webhooks with control

Signatures, idempotency, and safe recipients are required.

Verify delivery

The existing SDK supports signature and replay verification. Make handling idempotent and verify the signature against the unchanged body.

Operational boundaries

Queueing, retries, and dead-letter handling exist. Real persistence and failure evidence and plan permissions require separate review. Free does not allow new webhooks.
